Theme: Bioethical reflection about prioritization and rationing of health care.

Summary
Paulo Fortes explained that “the classic liberal thinking understands that the subject pays taxes and so the State can decide for him; this idea was perfectioned at the end of the 19 century, when social thinking was consecrated, even originating the health insurance in Germany, which granted retirement and pensions “.

The professor noted that “until the 20 century, the health service was provided to the worker, the worker’s merit was to have this right, but this changed with the universal health care system, from 1988-in Brazil, which recognizes the value of the person only as a human being”. Paul Fortes exemplified the decision-making in the health sector with the swine flu vaccination, which was defined by age groups most at risk for the disease, action that falls into the “Bioethics of utilitarianism”.

The President of the SBB is also a member of the Board of Directors of Latin America and the Caribbean Redbioetica, from Unesco, and the Bioethics of Cremesp Technical Chamber. The Center of Studies is the result of a partnership between the representation of the PAHO/WHO in Brazil, through the Program of international cooperation in health, TC 41, Coordinated by José Paranaguá de Santana, with the Unesco Chair of Bioethics of the UnB and the Fiocruz Brasília, whose holder is professor Volnei Garrafa.
