On the night of last Thursday, May 4th, the health specialist and coordinator of the Center for Bioethics and Diplomacy Studies in Health (Nethis/Fiocruz), José Paranaguá de Santana, was honored as Honorary President of the III International Conference on Primary Health Care held at the IV Congress for Health Care of Piauí , VI Cescodonto and I Master’s Seminar on Women’s Health of the Federal University do Piauí (UFPI) in Teresina, Teresina.

With the Conference “Challenge critics of knowing/doing in the field of International Health: education and work in health in Latin America”, Paranagua addressed historical scenarios, from the end of World War II, considering the political and social context. “My intention is to recognize our historical experiences as a platform to prospect for new scenarios that we are already living in Latin America”, he added.

In his analysis, Brazil could have assumed the position of neoliberal reforms which impacted the national health systems from the years 1980, but opted for an universal health system financing and public management. Paranaguá pointed out that the Unified Health System (SUS) exerts a strong impact in the formation and management of health work in Brazil, without antagonism with the international agendas, but with systematic interaction with these processes.

For him, this resulted in great responsibility in the field of international relations in health and a potential for brazilian external cooperation, including the field of management education and health work. “However, the ability of education and work management in the national health systems in most countries is still a challenge, even an illusion, to the present day”, he said.
