Results of Brazil-Cuba-Haiti Tripartite Cooperation are theme of seminar

Tripartite LogoThe Executive Secretariat of the Ministry of Health, through the Department of Health Economics, Investments and Development (Desid) and the Coordination of International Cooperation Projects (CPCI), promotes on March 30th the seminar “Strengthening Health Services Network an Account of Brazil-Cuba-Haiti Cooperation”. The event will be held in the Auditorium of the Pan American Health Organization (Paho) from 9 am to 1pm.

The opening table of the seminar will be composed of the Executive Secretary of the Ministry of Health, José Agenor Álvares da Silva, of the Director of Desid, Carlos Ocké, and of the Acting Chief of the International Affairs Health Advisory (AISA), Thaisa Gois Farias de Moura Santos Lima.

In the event the results achieved in the management and organization of health services network in Haiti will be presented, through the agreement between the Ministry of Health and the Federal University of Rio Grande do Sul. The “Strengthening health services network” will be theme of the lecture of the professor researcher of the School of Management at the Federal University of Rio Grande do Sul, Maria Ceci Misoczky.

During the seminar, the book “Strengthening Health Services Network an Account of Brazil-Cuba-Haiti Cooperation” will be released, as a result of the experience of international cooperation. “Since the earthquake on January 12th 2010, several sanitary improvement actions were deployed in the country, and it is with the full support of Dr. José Agenor Álvares da Silva – of the Executive Secretariat, that we carry out the seminar to share with the many actors involved this rich experience of technical cooperation in health in Haiti, especially the most relevant aspects of the reconstruction of the network of services in the process of institutional strengthening of the health authority of Haiti”, emphasizes Ocké.

Tripartite Cooperation
The Brazil-Cuba-Haiti Tripartite Cooperation is the largest international cooperation developed by Brazil in the health area, with partnership established through an agreement with the Oswaldo Cruz Foundation (Fiocruz), the University of Santa Catarina (UFSC), the Federal University of Rio Grande do Sul (UFRGS), as well as arrangements for the implementation of the cooperation through the United Nations Development Program (UNDP) and the Pan American Health Organization (Paho/Brazil and Paho/Haiti). The actions taken are agreed in the Memorandum of Understanding Brazil Cuba Haiti, signed by health ministers of the three countries, on March 27th 2010. The Brazilian aid to Haiti uses resources from extraordinary credits, regulated by Law 12.239 of May 2010.

Reserved and not opened, the seminar will bring together representatives of the embassies of Cuba and Haiti, as well as representatives from partner institutions in the cooperation, University of Brasília and the Ministry of External Relations – Brazilian Cooperation Agency (MRE/ABC).

Actions
Among the actions developed, the finished ones are the support for the recovery and construction of hospital units, purchase of equipment, ambulances and health inputs, in addition to scholarships to train Haitian health professionals.

The international cooperation still keep actions such as the assistance and epidemiological surveillance management qualification and strengthening of the primary health care system in Haiti.

In the current step, in addition to the tripartite meetings in Port-au-prince – Haiti’s capital – monitoring workshops are carried out on the implementation of the Plan of Maintenance of Reference Community Hospitals (HCRs), built under the scope of the Project of South-South cooperation for the Strengthening of the Health Authority in Haiti.

Figures of the Tripartite Cooperation:

Acquisition and donation of 30 ambulances;
Construction of 3 reference community hospitals (bon repos, beudet and carrefour) inaugurated in May 2014;
Construction of the Haitian Institute of Rehabilitation and Orthotics and Prosthetics Laboratory. Inaugurated in May 2014;
Reform/construction of 2 regional public health laboratories (les cayes and cap-haitien) terminated;
Construction of 3 tanks for cold network vaccines in the regions of fort libert, port de paixe jerimie.
